What is the validity of DPCC certificate and which documents are required?

It is important to be informed and aware of the validity of DPCC Certificates when dealing with any type of chemical in India. The Drug and Cosmetic Act, of 1945 mandated the licensing of production units dealing with hazardous or poisonous substances and other materials to reduce pollution during manufacturing processes. Fog Cannon Dust suppression, The Pollution Control Board (PCB) issues a “No Objection Certificate” (DPCC certificate) valid for one year. In this article, we will discuss the validity of DPCC certificates, what documents are needed, and how they can be renewed.

 

Validity

 A DPCC Certificate is valid for one year from the date of issuance. Once expired, renewal applications have to be filed within 15 days before their expiry date. There isn’t much transparency regarding the process for renewing a DPCC certificate as each state has different rules and regulations which should be followed by those who are obtaining or renewing their certificate. 

 Documents Required

 • Proof that the applicant owns land/premise registration documents (if any).

 • Land map approved/registered by a municipality or district authority. 

 • No-objection letters/certificates related to various activities at registered addresses or premises like hazardous waste generation, air discharge consent, etc (if any). 

 • Total number of workers employed at factory premises based on Manufacturing & Trade Rules  

 • Factory License issued by State Factories Department ($1)/Labour Deptt. (if any). 

 Renewal Process  If needed, renewal applications must be filed before the expiry date of their existing DPCC Certificate has lapsed. Applicants may have to submit an application with other supporting documents like a copy of the previous license certificate along with a request letter for renewal for one more year. After submission, applicants will then receive an acknowledgment SMS confirming that their request has been received and processed successfully within five working days after submitting all necessary documents correctly. After successful receipt confirmation they will need to make payment depending on the value at which they calculated excise applies to them according to trade classification defined in Rule 12C(3) & Schedule IIE(3) registered under Central Excise Act 1994 read along with level 3 site details required in Renewal Application Form annexed under Category A(2A). Once payment dues clear all mandatory verifications conducted by the Pollution Control Board office through physical inspection then new license papers will get dispatched within 10-15 days framework post receiving complete dully filled up forms back from the applicant side only
